Our 2018 AHA HUD Virtual Boot Camp brings to you four intense, power-packed training sessions that will provide you with expert insight on HUD guidance and regulations. In this AHA HUD Virtual Boot Camp, nationally recognized fair housing expert Paul Flogstad will provide you with an understanding of the new HUD guidance letter, issued by the United States Supreme Court on June 25, 2015, and its impact on property owners and managers. Paul will also explore the basics of fair housing and disparate impact.
Paul Flogstad will discuss HUD’s annual certification process that needs to be performed when one first applies for affordable housing. You will find out how to avoid the mistakes that are made most often. Paul will discuss the various HUD policies like the Thrift Savings Plan (TSP), house rules, VAWA and EIV data. Paul will also provide informative and practical steps on resolving conflicts concerning incorrect EIV reports and income discrepancy.

Session 1: HUD Guidance on Criminal Activity, Screening, and Tenancy | Duration: 45 minutes
The United States Supreme Court on June 25, 2015 issued a long awaited fair housing discrimination ruling. Paul will examine in detail all facets of this ruling and what it means under fair housing guidelines. You will understand the new HUD guidance letter and the impacts it will have on you when it comes to applicants applying to your property who have a criminal or felony background, especially when you have a blanket policy of not allowing anyone with a criminal background. This session will explore the basics of fair housing, disparate impact and the new HUD ruling. There are going to be many changes coming because of this new guidance and after this seminar, you will understand the implications of these rulings and guidance. This session will also include an exploration of all facets of correct screening of applicants.

Session 2: HUD’S Annual Certification Process | Duration: 45 minutes
Since section 8 owner/agents are required to complete an annual recertification for each tenant family, it is important to realize that there are key differences between the annual recertification interview and the one performed when they first apply for affordable housing. At the application interview managers gather more data than at annuals (for example, all of the questions pertaining to screening and suitability would not be relevant at the annual). Managers have the advantage at an annual of having background information about the family from the previous year’s certification.
This session will discuss what changes you should look for, such as family composition, income sources and amounts as well as dates of birth and social security numbers for all family members. A discrepancy may suggest additional questions should be asked. This session will cover which questions should be asked that may lead to a reduced number of EIV Income discrepancies down the road.

Session 3: HUD Policy Checkup – TSPs, House Rules, VAWA | Duration: 45 minutes
The tenant selection plan (TSP) helps to ensure that tenants are selected for occupancy in accordance with HUD requirements and established management policies. HUD requires that the tenant selection plan specify a number of procedures and policies. This is a daunting process when faced with the plethora of regulations. With this session you will cover “all of the bases” and yet be efficient in not re-inventing the wheel. You will learn how to create a tenant selection plan (TSP) that is acceptable to HUD. There are many ways to create a comprehensive selection plan, this session will explore how to create a TSP that will work for you and your property. The final product, after receiving this training, will be useful for your potential applicants and current tenants yet still be compliant with HUD.

Session 4: EIV Reporting Updates and Income Discrepancy | Duration: 45 minutes
There are cases where the data in the EIV report is not correct. There may be an error relating to income amounts either from social security or from other employment. Owners are required to obtain written independent verification of any disputed EIV data. This session will discuss the 8 steps necessary to resolve these conflicts. Paul will discuss common situations such as: failure to disclose income, erratic employment, residents claiming zero income, excluded income and residents receiving survivor benefits.
